    In unserem Antrag zum Stadtrat am 25. Oktober 2023, forderten wir neue Konzepte im Umgang mit Ukraine-Flüchtlingen, u.a. geschlossene ukrainische Schulklassen und eine Präsenzkontrolle für Ukrainer, welche Sozialleistungen aus dem deutschen Steuergeld beziehen.

    Beschlussvorschlag:
    Die Stadtverwaltung erstellt ein eigenes Konzept im behördlichen Umgang mit Ukraine-Flüchtlingen.
    Dieses Konzept soll durch den Oberbürgermeister der Landesregierung in Dresden als „Chemnitzer Modell“ vorgestellt und als Anregung zur Anwendung im Freistaat Sachsen zur Verfügung gestellt werden. Das Konzept soll die Rückkehr zu eigenständigen ukrainischen Schulklassen, die priorisierte Anwerbung muttersprachlicher Lehrkräfte aus der Ukraine, die Prüfung der weiterhin bestehenden Möglichkeit des Online-Unterrichts für ukrainische Schüler mit Lehrern in ihrer Heimat sowie die Präsenz-Kontrolle für ukrainische, im deutschen Leistungsbezug stehenden ukrainischen Flüchtlingen beinhalten.

    Begründung:
    Chemnitz hat mit 2,8 Prozent Anteil an der Gesamtbevölkerung in Sachsen als Großstadt die größte Aufgabe bei der Aufnahme von ukrainischen Flüchtlingen zu leisten. Die Auswirkungen auf den behördlichen und schulischen Alltag sind nicht mehr zu übersehen. Die Aufteilung bestehender Klassen mit einheimische Schülern, um die neu entstandenen Klassen mit ukrainischen Schülern aufzufüllen, stieß bei vielen Eltern und Elternvertretern auf große Ablehnung. Ein sinkendes Lern-Niveau sowie soziale Verwerfungen sind aus Sicht der Betroffenen vorprogrammiert. Bereits jetzt werden das Auseinanderreißen von bestehenden Verbünden, damit einhergehenden verlorenen sozialen Kontakten und funktionierenden Lerngruppen beklagt.

    Die Stadtverwaltung soll daher in einem eigens erarbeiteten Konzept dem Freistaat Sachsen die Rückkehr zu eigenständigen ukrainischen Klassen vorschlagen. Hierzu sollen sich derzeit in Deutschland aufhaltende Lehrkräfte ukrainischer Herkunft gezielt angeworben werden, um muttersprachlich unterrichten zu können. Ein parallel stattfindender Deutsch-Kurs für eine mutmaßliche spätere Integration ist hierbei denkbar.

    Ebenso soll das Konzept die Aufforderung zur Prüfung des seitens des ukrainischen Schulwesens angebotenen Online-Unterrichts beinhalten, um die hier lebenden ukrainischen Schülern ersatzweise mit diesem Angebot zu betreuen.

    Im „Chemnitzer Modell“ sollen weiterhin Prüfmaßnahmen über die tatsächliche örtliche Präsenz der hier gemeldeten ukrainischen Flüchtlinge im staatlichen Leistungsbezug erarbeitet werden. Denkbar sind Meldepflichten im wöchentlichen Turnus sowie unangemeldete Kontrollen an den angegebenen Wohnanschriften. Damit soll der immer wieder angesprochene Sozial-Tourismus verhindert und das als staatliche Leistung vergebene Steuergeld im hiesigen Wirtschaftskreislauf gehalten werden.

    Jeder kennt es aus dem Stadtbild, wenn die die Reinigungsfahrzeuge des ASR ihre Touren durch die Stadt drehen.

    An den Straßenrändern stehen Fahrzeuge und eine Reinigung ist an diesen Stellen nicht möglich.

    Aus diesem Grund haben wir den Beschlussantrag „Straßenreinigung im Rahmen von Halteverboten“ erarbeitet:

    Was die selbsternannten „demokratischen Fraktionen“ von einem sauberen Stadtbild halten, schilderte Jürgen Leistner von der CDU: „… der Antrag ist nicht nur flüssiger wie Wasser – überflüssig … wir werden ihn deshalb ablehnen“

    Unser Beschluss im Detail:

    1. Die Verwaltung wird beauftragt, ein Abstimmungsverfahren zu entwickeln, welches dem ASR ermöglicht im Vorfeld von angeordneten Halteverboten aufgrund geplanter Baumpflegeleistungen, Einrichtung von Umleitungsstrecken oder vor beginnenden Baumaßnahmen eine Straßengrundreinigung durchzuführen, sofern die Reinigungspflicht nicht den Anliegern übertragen wurde.
    2. Der ASR ist zu beauftragen, derartige Sonderreinigungen in seine Reinigungsleistungen zu übernehmen.

    Begründung:

    Eine effektive Straßenreinigung mit Kehrmaschinen scheitert oft am ruhenden Verkehr. Durch geparkte KFZ kann des Schnittgerinne an diesen Stellen nicht gereinigt werden. Straßenbäume sind wichtige Grünelemente im öffentlichen Straßenraum, tragen aber erheblich zur Verschmutzung des Straßenraumes bei. Es ergeben sich stellenweise Ablagerungen von erheblicher Ausdehnung, was dem Ziel der Straßenreinigung nicht entspricht und mit einer Beeinträchtigung des Stadtbildes im Sinne von Ordnung und Sauberkeit verbunden ist.

    Seit Jahren ist die Problemlage bekannt, ohne dass bisher eine sinnvolle Lösung gefunden werden konnte. Abschnittsweise Straßensperrungen für die Straßenreinigung stoßen auf rechtliche Probleme.

    Manuelles Zukehren in Verbindung mit dem Kehrmaschineneinsatz ist teuer und bringt auch nicht die erforderliche Gründlichkeit, von möglichen Fahrzeugbeschädigungen ganz zu schweigen. Zur Problematik führt der SAR selbst aus:

    „In der Stadt Chemnitz werden – wie in den meisten größeren Städten – die Reinigungsbemühungen durch parkende Fahrzeuge behindert. Der Abfallentsorgungs- und Stadtreinigungsbetrieb der Stadt Chemnitz ist weder berechtigt noch verpflichtet, dafür zu sorgen, dass die Fahrbahn am Reinigungstag frei von parkenden Fahrzeugen ist. Die Folge ist, dass die zugeparkten Flächen mit der dafür eingesetzten Technik nicht gereinigt werden können. Der Gebührenschuldner muss insofern der Stadt bezüglich der Ausübung ihrer Reinigungspflicht gewisse Leistungsbreiten ohne gebührenrechtliche Konsequenzen zugestehen. Daher ist es für die Gebührenerhebung unerheblich, wenn einzelne Teile der Fahrbahn nicht gereinigt werden können. Aus diesem Grund besteht kein Anspruch auf Ermäßigung der Gebühr bei Behinderung durch parkende Fahrzeuge. Um insbesondere den Verkehr oder die allgemeine öffentliche Hygiene gefährdende Verschmutzungen durch Laub und Blüten zu beseitigen, ist letztlich nur eine manuelle Reinigung zwischen den parkenden Fahrzeugen geeignet. Der ASR kann in solchen Fällen geringe Leistungsumfänge mit einer s. g. „Kombinationsreinigung“ organisatorisch absichern. Jedoch besteht weder die Leistungsfähigkeit noch die gebührenmäßige Finanzierung für den flächendeckenden Einsatz dieser Reinigungsart.“

    Straßensperrungen, welche z.B. auf einem Straßenzug im Vorfeld von Baumpflegeleistungen eingerichtet werden, bieten die Gelegenheit, behinderungsfrei eine gründliche Straßenreinigung durch eine Kehrmaschine vornehmen zu lassen, ohne dass eine zusätzliche Behinderung des ruhenden Verkehrs erfolgt. Der ggf. entstehende Mehraufwand durch die Anfahrt zu den Sperrstellen kann durch eine Streckung im Turnusbetrieb ausgeglichen werden, da ja die grundlegende Sauberkeit der Straßen verbessert wird.

    Zur Durchführung der effizienzgesteigerten Verfahrensweise ist es lediglich erforderlich, dass die Verkehrsbehörde den ASR über einzurichtende Straßensperrungen informiert. Der ASR müsste sein Reinigungssystem nur leicht modifizieren.

    Eine Übersicht über besonders belastete Straßenabschnitte sollte beim ASR vorhanden ein (Meldungen über Kundenservice / BürgerApp).

    In unserem Antrag fordern wir mehr Transparenz bei der Vergabe von Fördermitteln. So soll Vertreter von Vereinen und Initiativen, welche Bau- und Sachleistungen durch Fördermitteln finanziert haben wollen, den Stadträten Rede und Antwort stehen.

    In BA-066/2023 beantragen wir, dass bei der Vergabe von Fördergeldern aus dem Haushalt der Stadt Chemnitz Vertreter der Empfänger-Vereine persönlich in den zuständigen Ausschüssen und zur beschließenden Stadtratssitzung anwesend sind. Konkret betrifft das Summen ab 10.000 Euro jährlich, welche für Sach- und Bauleistungen ausgegeben werden sollen.

    Die Anwesenheit soll den Stadträten die Chance geben, vor der Entscheidung noch aufkommende, wichtige Nachfragen stellen zu können.

    Ein Grund zum Feiern?

    Natürlich, zunächst einmal JA, denn die deutsche Wiedervereinigung im Jahr 1990 wurde nur möglich, da sich 1989 tausende Menschen friedlich gegen das System der DDR erhoben. ✌️🕊️

    Aber was folgte? Massenarbeitslosigkeit, Niedriglohnsektor und immer noch keine Gleichstellung bei Lohn und Rente. 😔💼💰

    Die letzten Jahre zeigten, dass wir Bürger Unrecht schon „riechen“ konnten und dies zeigten. 👃👁️

    Protest war wieder angezeigt. Protest gegen die unkontrollierte Masseneinwanderung, gegen die grundrechtseinschränkenden Coronamaßnahmen und zu guter Letzt gegen die durch Rot-Grün aufgezwungene „Verkehrs- und Energiewende“. 🚫🗣️

    Die Menschen hier zeigen ganz genau, dass sie ein feines Gespür für eine Politik der Ungerechtigkeit haben und dafür diskreditiert werden. 😡😤

    So werden klar denkende Menschen bezeichnet: Pack, Nazis, Coronaleugner, Klimawandelleugner usw.. 😡🤬

    Im 34. Jahr der deutschen Einheit muss es also zur Pflicht werden, die Altparteien abzuwählen und zukünftig eine Politik zum Wohle des deutschen Volkes in die Parlamente zu bringen. 🗳️👥🏛️

    Die gestrige Stichwahl um den Oberbürgermeister in Nordhausen, haben die Medien klar für sich entschieden.

    Die letzten 2 Wochen war die Presse hauptsächlich damit beschäftigt, den AfD Kandidaten Jörg Prophet zu diskreditieren.

    In vorderster Front war auch der Direktor der Gedenkstätten Buchenwald und Mittelbau-Dora, Jens-Christian Wagner. Der Direktor genau der Stiftung, welche von Bund, Land und anderen Steuerprogrammen gefördert wird. Und wie war es anders zu erwarten? Voll mit dabei sind natürlich auch die Gewerkschaften, welche ihre Arbeitnehmervertretung seit langem hinter die politische Beeinflussung gestellt haben und mit Mitgliedsbeiträgen Lobbyarbeit für rot-rot-grün machen.

    Und die Presse war natürlich bei der Verbreitung dieser persönlichen Meinungen voll dabei.

    Man hatte bei der Berichterstattung aber völlig vergessen seinen Gegenkandidaten unter die Lupe zu nehmen.

    Kai Buchmann stand erst vor Gericht. Das Landratsamt Nordhausen hatte ihn suspendiert und ihm die Verletzung der Dienstpflicht in 14 Fällen vorgeworfen. Einer dieser Vorwürfe war „Mobbing/Verletzung der Fürsorgepflicht“.

    Dieses Gericht hatte dann seine Suspendierung gekippt und mitgeteilt, dass die dem Oberbürgermeister vorgeworfenen Verhaltensweisen „in der Gesamtschau die Schwelle eines Dienstvergehens“ erreichten, jedoch nicht so schwerwiegend seien, um seine Entfernung aus dem Beamtenverhältnis zu rechtfertigen.

    Diese Berichterstattung hatte die Presse in den letzten 14 Tagen wahrscheinlich einfach vergessen.

    Oder wollte man einfach nur mit allen Mitteln den Kandidaten der AfD verhindern?

    Der Berichts-Entwurf zur Führerschein-Richtlinie 2006/126/EC, soll überarbeitet werden. Darin finden sich Forderungen wie regelmäßige medizinische und psychologische Tests für Personen ab 60. Die Kosten hierfür haben die Fahrer selbst zu tragen.
    Jüngeren Autofahrern soll eine Maximalgeschwindigkeit von 90 km/h und gegebenenfalls sogar Nachtfahrverbote auferlegt werden.
    Und obendrein wurde eine extra Führerscheinklasse für SUV ins Gespräch gebracht.
    Sollte der Entwurf den legislativen Prozess in der Form durchlaufen, wären die Beschlüsse auch für
    Deutschland bindend.
    Geplante Einschränkungen:
    👉🏻 Fahranfänger: Temolimit 90km/h, Nachtfahrverbot von 0.00 Uhr bis 6.00 Uhr
    👉🏻 Senioren: ab 60 Jahren Führerschein nur 7 Jahre – ab 70 Jahren nur 5 Jahre – ab 80 Jahren nur noch 2 Jahre gültig -> nur mit umfangreichen medizinischen und psychologischen Untersuchungen
    👉🏻Extra-Führerschein für SUV: Gewichtsgrenze von 1800 Kilogramm (bisher 3500 kg), Tempolimit von 110 km/h, ab 21 Jahre
    Diesem EU-Parlament muss Einhalt geboten werden. Wir brauchen endlich unsere nationale Entscheidungsgewalt zurück.

    In unserem Grundsatzprogramm ist festgeschrieben, dass die AfD den Austritt aus der EU anstrebt, weil dieser Moloch als nicht reformierbar gilt. Stattdessen streben wir ein Europa der Vaterländer an, ein Europa freier, souveräner Staaten auf Augenhöhe, die wirtschaftlich zusammenarbeiten und den friedlichen Handel mit allen Völkern suchen. Dieser Übergang lässt sich jedoch nicht nur allein von außen herbeiführen; es müssen starke Kräfte im Inneren der jetzigen EU auf Missstände wie Korruption und antidemokratisches Verhalten hinweisen und immer wieder den Finger in die Wunde legen – nur so wird ein Wandel möglich!

    💙 Als Mitglied des Deutschen Bundestages und des Europarates konnte ich bereits wertvolle Erfahrungen auf dem internationalen Parkett sammeln sowie wichtige Kontakte knüpfen. Als ein Beispiel seien hier unsere Freunde der FPÖ genannt. Nicht zuletzt haben mich auch die Einsätze als Wahlbeobachter im Auftrag der OECD in mehreren europäischen Ländern geprägt. Besonders bewegend waren hier die Gespräche mit den Leuten vor Ort – ein Austausch, den ich als Grundaufgabe eines jeden Politikers verstehe.
