    Heute titelte Tag24, dass das Schulessen zu teuer ist und immer mehr Eltern am Schulessen sparen.

    Dabei fordern wir schon lange, dass das Schulessen kostenlos sein muss:

    In Sachsen kostet das Schulessen vielerorts inzwischen über fünf Euro pro Mahlzeit. Familien mit zwei Kindern zahlen somit über 200 Euro im Monat allein für das Schulessen.

    Viele Eltern können sich das nicht mehr leisten. „Wir haben Schulen, da sind von 100 Kindern noch 20 in der Essensversorgung geblieben“, berichtet ein Anbieter heute der „Freien Presse“.

    Das Ende der Preissteigerungen dürfte indes noch nicht erreicht sein. Denn: Bisher müssen die Essensanbieter nur sieben Prozent Umsatzsteuer erheben. Ab 2024 sollen es 19 Prozent sein. Das Schulessen würde demnach noch einmal 60 Cent teurer werden.

    Die sächsische AfD-Fraktion fordert seit Jahren ein kostenloses Essen für Kindergärten und Schulen. Andere Bundesländer zeigen: Das geht!

    Insgesamt würde das kostenlose Schulessen den Freistaat Sachsen 420 Millionen Euro kosten. Durch Kürzungen in den aufgeblähten Ministerien, bei den Asyl-Ausgaben und bei der Klimapolitik wäre das ohne Probleme zu finanzieren. Im aktuellen, sächsischen Doppelhaushalt sind rund 50 Milliarden Euro an Ausgaben verplant.

    Ehre, wem Ehre gebührt

    Die Begehung eines Frauentages hat eine lange Tradition mit wechselnden Daten.
    Seit 1975 – dem Internationalen Jahr der Frau – wird er nun als „Tag der Vereinten Nationen für die Rechte der Frau und den Weltfrieden“ begangen.
    Eigentlich müsste jeder Tag im Jahr ein Tag zur Achtung sein. Sowohl für Frauen, wie auch Männer.

    So forderte die Feministin Alice Schwarzer am 8. März 2010: „Schaffen wir ihn […] endlich ab, diesen gönnerhaften 8. März! Und machen wir aus dem einen Frauentag im Jahr 365 Tage für Menschen, Frauen wie Männer.“

    Und doch ist aus meiner Sicht so ein Tag leider wichtig, denn er gibt den Anlass genau darüber nachzudenken und auch die besonderen Leistungen der Frauen zu betrachten.

    So sind es doch die Frauen, welche neben ihrem Arbeitsleben unter anderem auch noch die besondere Leistung der Kindererziehung vollbringen.

    Deshalb ist mir sehr wichtig DANKE zu sagen: SCHÖN, DASS ES EUCH GIBT!

    Sehr geehrter Herr Oberbürgermeister,
    am heutigen 5. März 2024 wurde ein Gesteck unserer Fraktion zur Gedenkveranstaltung mit Kranzniederlegung am Mahnmal der Opfer des Bombenangriffs vom 5. März 1945 zusammen mit dem Kranz des OB und der Stadtratsfraktionen im Eingangsbereich Augsburger Straße geliefert.
    Im weiteren Geschehen wurden das Gesteck und der Kranz in ein Fahrzeug der Stadtverwaltung geladen
    Später befand sich unserer Gesteck ca. 20 Meter entfernt auf dem Fußweg liegend. Dies wurde laut Aussage dem Stadtordnungsdienst als Anweisung mitgeteilt.
    Dazu bitte ich um die Beantwortung folgender Fragen:
    1. Wer erteilte dem Stadtordnungsdienst die Anweisung zur Ablage unseres Gesteckes auf dem Fußweg?
    2. Sehen Sie dieses Vorgehen als würdevollen Umfang im Sinne der oben genannten Veranstaltung?
    3. Welche rechtlichen Folgen ergeben sich aus dieser Anweisung?

    Ihre Anfrage IA-005/2024 – Unterrichtsausfall und Ersatzangebote an Chemnitzer Schulen

    Sehr geehrte Damen und Herren Stadträtinnen und Stadträte,

    zu Ihrer Anfrage teile ich Ihnen im Auftrag des Oberbürgermeisters, nach Einbeziehung des
    Landesamtes für Schule und Bildung, Standort Chemnitz (LaSuB, STOC), Folgendes mit:

    1. Wieviel Unterrichts-Stunden fielen in den weiterführenden Chemnitzer Schulen seit
      Beginn des Schuljahres 2023/2024 aus? (bitte nach Schulen aufschlüsseln)
      Über den Link https://www.schule.sachsen.de/datenbank-unterrichtsausfall-7943.html kann die
      „Datenbank Unterrichtsausfall“ des Sächsischen Staatsministeriums für Kultus (SMK)
      aufgerufen werden. Eine Aktualisierung der Datenbank für das erste Schulhalbjahr 2023/2024
      wird erfolgen und nach den Winterferien 2024 verfügbar sein.
    2. Welche Fächer waren von den Ausfällen betroffen (bitte nach Schulen, Fächern und
      Ausfallzeit aufschlüsseln)
      In o. g. Datenbank wird der prozentuale Unterrichtsausfall je Schule angezeigt. Es erfolgen
      Angaben zum planmäßigen Ausfall, tatsächlichen außerplanmäßigen Ausfall und zu den
      Vertretungsstunden in einem anderen Fach.
      Die Fragen 3 bis 5 werden nachfolgend zusammenfassend beantwortet.
    3. Wie oft waren Projekte im Rahmen des „SouL“-Programms an Chemnitzer Schulen zu
      Gast? (bitte nach Schulen, Klassenstufen und Projekten samt deren angebotener Inhalte
      und Träger-Vereinen aufschlüsseln)
    4. Welche Besuche von „SouL“-Projekten sind im restlichen Schuljahr 2023/2024 an
      Chemnitzer Schulen geplant? (bitte nach Schulen, Klassenstufen und Projekten samt
      deren angebotener Inhalte und Träger-Vereinen aufschlüsseln)
    5. In welcher Form erfolgte eine Kontrolle der Anbieter und Projekte, um eine seriöse
      pädagogische Qualität sicherstellen zu können?
      Die Alexander-von-Humboldt-Oberschule Chemnitz entwickelte intern das Projekt SOUL im
      Rahmen der Eigenverantwortung der Schulen und der Schulprogrammarbeit. In einem
      turnusmäßigen Rhythmus werden bspw. die nachfolgenden Wochenstunden realisiert:
      Das Projekt MOJA dient hierbei nicht als „Stundenplanauffüller“, sondern stellt einen wertvollen
      Bestandteil des Schulprogramms hinsichtlich des Erziehungs- und Bildungsauftrages nach § 1
      SächsSchulG dar.
      Ob andere Oberschulen mit ähnlichen Projekten zusammenarbeiten, ist dem LaSuB, STOC
      nicht bekannt, da solche Initiativen weder gemeldet noch genehmigt werden müssen.
    6. Welche Schritte werden seitens der Stadt Chemnitz aktuell unternommen, den Freistaat
      Sachsen bei der Suche nach geeigneten Lehrkräften zu unterstützen?
      In einem gemeinsamen Eckpunktepapier zwischen der TU Chemnitz sowie dem
      Wissenschafts- und Kultusministerium wurde im September vergangenen Jahres vereinbart, ab
      dem Wintersemester 2024/25 den Masterstudiengang „Primarstufe Plus“ anzubieten. Damit
      können weitere Lehrkräfte für Oberschulen gerade auch für die Stadt Chemnitz bzw. den
      Chemnitzer Raum gewonnen werden. Hinzu kommt der neue Bachelorstudiengang „Mint“ und
      ab 2026/27 das Staatsexamen „Mint Lehramt an Oberschulen“. Die Stadt Chemnitz hat auf
      verschiedenen Ebenen intensiv auf die Einrichtung der Oberschullehrerausbildung hingewirkt.
      Zudem verweise ich auf Ergänzungsangebote wie „Wirtschaft trifft Schule“, wo bspw. durch den
      Einsatz von Ingenieuren hiesiger Unternehmen der Unterrichtsausfall in den MINT-Fächern an
      städtischen Oberschulen und Gymnasien wenigstens teilweise kompensiert wird. Auch hier war
      die Stadt Chemnitz maßgeblich am Zustandekommen dieses Unterrichtsangebotes beteiligt.
      Die Fragen 7 bis 9 werden nachfolgend zusammenfassend beantwortet.
    7. Hat die Stadt Chemnitz Schulen angeboten, frei gewordene Unterrichtsstunden mit
      Exkursionen in städtische Einrichtungen wie Bibliotheken, Museen, Tierpark/Wildgatter
      oder bei städtischen Töchtern wie CVAG, Eins oder C3 sinnvoll zu füllen?
    8. Falls ja, wurde dies angenommen?
      Falls nein, warum wurde dieser Schritt noch nicht unternommen?
      Die Bereitstellung außerschulischer Lernorte und die Unterstützung der Schulen bei der
      Erfüllung ihres Bildungs- und Erziehungsauftrages über das verpflichtende Maß hinaus wird
      seitens des LaSuB, STOC, sowie der Stadt Chemnitz geschätzt und gewürdigt.
      Die Wahrnehmung von Exkursionen erfordert eine Beaufsichtigung der Schülerinnen und
      Schüler durch die jeweiligen Lehrkräfte. Die gegenwärtige Realität knapper Lehrerressourcen
      steht hierbei der Aufforderung zur Durchführung von Exkursionen zum Nutzen des
      Unterrichtsausfalls zur Bildung der Schülerschaft über das schulische Maß hinaus entgegen.
      Das Projekt „Budgetierung von Lehrerarbeitsvermögen“ ermöglicht es den beteiligten Schulen
      jedoch, innerhalb des zugewiesenen Budgets eigenverantwortlich zusätzliche pädagogische
      MOJA alltags- und lebenspraktische Fähigkeiten, Berufsorientierung, Medienkompetenz
      IKL politische und interkulturelle Bildung, Demokratieförderung, Vielfalt, Rassismus,
      Kommunikation
      AHC sexuelle Gesundheit und Bildung, sexualisierte Gewalt, Vielfalt und Toleranz Angebote zu schaffen. Nach Kenntnisstand des LaSuB, STOC wird dieses Angebot von den beteiligten Schulen aktiv genutzt.

    Dank der Altparteien kommt jetzt die nächste Gebührenerhöhung für uns Chemnitzer

    Als ob wir Bürger nicht schon genug belastet werden, steigen jetzt Dank der Altparteien schon wieder unsere Müllgebühren.

    So wurde erst März 2022 die Müllgebühren auf Restmüll auf 180€ angehoben und wurden jetzt mit den Stimmen der Altparteien auf 238,-€!!! angehoben.

    Das Problem liegt hierbei nicht beim ASR oder dem AWVC, die Mitarbeiter dort machen einen Topjob.
    Würde es hier nur um eine höhere Gebühr auf Grund von besseren Lohn gehen, hätten wir die Entscheidung mitgetragen.

    Aber hier geht es um Erhöhungen auf Grund von Mehrbelastungen auf Grund der CO² Steuer und der höheren Verbrennungskosten auf Grund der Abschaltung von Kohleöfen, welche der Restmüll beigemischt wurde.

    Dank der unsäglichen Entscheidungen der Altparteien werden wir Bürger immer mehr geschröpft.

    Jeder kennt das Bild, wenn die Reinigungsfahrzeuge des ASR ihre Touren durch die Stadt drehen und an den Straßenrändern stehen Fahrzeuge und damit eine Reinigung an diesen Stellen nicht möglich ist.

    In unserem Antrag zum Stadtrat am 25. Oktober 2023, forderten wir neue Konzepte im Umgang mit Ukraine-Flüchtlingen, u.a. geschlossene ukrainische Schulklassen und eine Präsenzkontrolle für Ukrainer, welche Sozialleistungen aus dem deutschen Steuergeld beziehen.

    Beschlussvorschlag:
    Die Stadtverwaltung erstellt ein eigenes Konzept im behördlichen Umgang mit Ukraine-Flüchtlingen.
    Dieses Konzept soll durch den Oberbürgermeister der Landesregierung in Dresden als „Chemnitzer Modell“ vorgestellt und als Anregung zur Anwendung im Freistaat Sachsen zur Verfügung gestellt werden. Das Konzept soll die Rückkehr zu eigenständigen ukrainischen Schulklassen, die priorisierte Anwerbung muttersprachlicher Lehrkräfte aus der Ukraine, die Prüfung der weiterhin bestehenden Möglichkeit des Online-Unterrichts für ukrainische Schüler mit Lehrern in ihrer Heimat sowie die Präsenz-Kontrolle für ukrainische, im deutschen Leistungsbezug stehenden ukrainischen Flüchtlingen beinhalten.

    Begründung:
    Chemnitz hat mit 2,8 Prozent Anteil an der Gesamtbevölkerung in Sachsen als Großstadt die größte Aufgabe bei der Aufnahme von ukrainischen Flüchtlingen zu leisten. Die Auswirkungen auf den behördlichen und schulischen Alltag sind nicht mehr zu übersehen. Die Aufteilung bestehender Klassen mit einheimische Schülern, um die neu entstandenen Klassen mit ukrainischen Schülern aufzufüllen, stieß bei vielen Eltern und Elternvertretern auf große Ablehnung. Ein sinkendes Lern-Niveau sowie soziale Verwerfungen sind aus Sicht der Betroffenen vorprogrammiert. Bereits jetzt werden das Auseinanderreißen von bestehenden Verbünden, damit einhergehenden verlorenen sozialen Kontakten und funktionierenden Lerngruppen beklagt.

    Die Stadtverwaltung soll daher in einem eigens erarbeiteten Konzept dem Freistaat Sachsen die Rückkehr zu eigenständigen ukrainischen Klassen vorschlagen. Hierzu sollen sich derzeit in Deutschland aufhaltende Lehrkräfte ukrainischer Herkunft gezielt angeworben werden, um muttersprachlich unterrichten zu können. Ein parallel stattfindender Deutsch-Kurs für eine mutmaßliche spätere Integration ist hierbei denkbar.

    Ebenso soll das Konzept die Aufforderung zur Prüfung des seitens des ukrainischen Schulwesens angebotenen Online-Unterrichts beinhalten, um die hier lebenden ukrainischen Schülern ersatzweise mit diesem Angebot zu betreuen.

    Im „Chemnitzer Modell“ sollen weiterhin Prüfmaßnahmen über die tatsächliche örtliche Präsenz der hier gemeldeten ukrainischen Flüchtlinge im staatlichen Leistungsbezug erarbeitet werden. Denkbar sind Meldepflichten im wöchentlichen Turnus sowie unangemeldete Kontrollen an den angegebenen Wohnanschriften. Damit soll der immer wieder angesprochene Sozial-Tourismus verhindert und das als staatliche Leistung vergebene Steuergeld im hiesigen Wirtschaftskreislauf gehalten werden.
